 How to Convert PayPal Purchase into Monthly Installments

In Germany we buy many goods, electronics, services, tickets etc.. via online and we pay via PayPal. This paid amount we do not want to pay in full rather in monthly installments. This is possible in PayPal. But there is a catch, this option is enabled based on your purchase history. It is pretty much similar to Credit Card, the more timely manner you pay the dues, the good your credit profile becomes, after certain period (unknown to me), this option gets enabled. 

As you see below, the I have few purchases with their scheduled pay date.
